Add group level labels

## What does this MR do?

Add group level labels.

* `Gitlab::Gfm::ReferenceRewriter`
* `Banzai::Filter::LabelReferenceFilter`

## Why was this MR needed?

We'll be adding more feature that allow you to do cross-project management of issues.
